WF 2: The Hole in the Sky that Nobody Noticed
The first whisper came in 1974. Two chemists warned that a group of everyday chemicals was destroying the ozone layer. More than a decade later, the world finally acted. Nearly fifty years after that first warning, the hole in the sky is healing.

At the time, though, nobody knew that was where the story was heading.
Mario Molina and Sherwood Rowland had done the mathematics on what happens when chlorofluorocarbons — the chemicals in aerosol cans, refrigerators, and air conditioners — drift up into the stratosphere. The answer was not good. CFCs, they calculated, were destroying the ozone layer: the thin atmospheric shield that filters out the ultraviolet radiation that causes skin cancer, damages ecosystems, and disrupts the food chains that sustain most life on earth.
The response was swift. Unfortunately, it came mostly from the chemical industry.
DuPont and others, whose profits depended on CFC production, called the science speculative. They hired a British professor of theoretical mechanics named Richard Scorer to denounce what he called "ozone depletion hype" and "pompous claptrap." He toured widely, performed skepticism
loudly, and was eventually exposed by the LA Times as a scientific hired gun.
This pattern will be familiar to anyone watching climate debates today: the best way to combat evidence is not silence, it’s creating enough noise to make people believe the question is still unsettled.
In the ozone story, however, there was a lot going on underneath all that noise.
By 1975, NBC Evening News was reporting the story to ordinary American households. Scientists familiar with the field were largely supportive of Molina and Rowland's findings. And people were listening — not waiting for legislation, but acting on their own. By the late 1970s, American consumers had already begun phasing out aerosol sprays containing CFCs, without being required to. In 1977, three federal agencies — the FDA, the EPA, and the Consumer Product Safety Commission — announced a phase-out and ultimate ban on CFC propellants.
It looked, briefly, like the whisper had become policy.
Then the momentum stalled. Industry pressure, political will eroding, the familiar sense that perhaps the problem had been overstated. By the early 1980s, the decade of quiet accumulation seemed to have produced very little. And then, in 1985, a team of British scientists measuring the atmosphere above Antarctica found something so alarming they initially assumed their instruments were broken.
The ozone layer wasn't just thinning. There was a hole in it — vast, seasonal, and growing. As wide as the continental United States. As tall as Mount Everest. When they checked and rechecked and finally published their findings, the whisper that had been building, stalling, and suppressed for over a decade became impossible to ignore.
Two years later, representatives from 46 nations signed the Montreal Protocol.
Most people who remember it at all remember it as a single diplomatic moment. What they don't remember is the decade of dismissed science, consumer behaviour already shifting, three agencies already moving, industry hiring people to perform doubt — all of it apparently stalled, until the Antarctic hole forced everything back into visibility. The moment was the surface. The work had been going on for thirteen years.
It would take decades more before anyone could say whether it had worked.
This is the part of the story that tends to get left out. The Montreal Protocol was not a solution — it was a beginning. CFCs persist in the atmosphere for over a century. The damage accumulates long after the source is removed, and the healing is slower still. People who signed that agreement in 1987 did so knowing they would not live to see the outcome confirmed.
This is a particular kind of faith: not optimism, but a willingness to act on evidence before the results are visible, and to sustain that action across political cycles, economic pressures, and the inevitable voices saying the problem has been exaggerated or the cure is worse than the disease.
In 2025, NASA confirmed that the Antarctic ozone hole was the fifth smallest since systematic measurements began in 1992, and closed earlier than almost any year on record. The recovery is real, measurable, and continuing. Scientists estimate the Protocol is already preventing around two million cases of skin cancer annually.
There is a complication though. Recent research has found that industrial leaks of certain chemical byproducts — not covered by the original Protocol — could delay full recovery by up to seven years. The revolution is not finished. It never is.
But here is what the ozone story makes undeniable: a whisper published in an academic journal in 1974 — dismissed, suppressed, apparently stalled — became a global agreement, sustained across nearly four decades, that is now measurably healing something that protects all life on earth.
Most people have no idea this is happening. The ozone layer rarely makes headlines now. The crisis receded so gradually that its recession became invisible — which is, in its own way, the most remarkable thing about it.
This is what successful change looks like from inside it. Not a dramatic reversal. A long accumulation, an organised suppression, a consumer behaviour shift nobody coordinated, three agencies moving quietly, a hole in the sky forcing everything into the open — and then, slowly, the healing.
The hole is closing.
It has been closing, quietly, for decades.
Not every whisper becomes a revolution. But every revolution begins as a whisper.
